Wang Meng (325-375), courtesy name Jinglve, was the prime minister of the Former Qin Empire, one of the sixteen regimes in the Eastern Jin Dynasty. He was born in Beihai Ju Prefecture (now south of Shouguang County). He was said to be "very learned of military books, and also a serious and precise man with great bearing and vision that not easily to be disturbed by trivial things”. He used to welcome Generals Huan Wen entering the city in a coarse cloth gown.

He was selfless in administration by replacing officials and appointing talents. After his death, the Emperor Fu Jian, mourned three times in front of his dead body, and exceptionally approved to use royal funeral artifacts in his tomb and bury him by royal standards.
