Is a foreign driver’s license or an International Driving Permit holder allowed to drive any motor vehicles in China?

No. In China, drivers need to obtain their driver's license to drive a car or motorcycle. A driver's license obtained in one's own country cannot be used directly and a Chinese driver's license must be renewed. In China, International Driving Permit is not accepted since China is not a member country of Convention on Road Traffic and hence do not recognize International Driving Permit issued by any organization. To apply for a Chinese driver's license with an overseas motor vehicle driver's license, you must go to the Vehicles Administration, Weifang Public Security Bureau.
