In 1985 Weifang held the First National Kite Invitational Tournament. It was the first nation wide kite flying contest, even without any basic rule. At that time the organizer laid down the first set of kite contest rules of China, using the kite assessing measures of the arts and crafts circle for reference and combining relevant rules of sports contest.

Since 1988 the National Sports Commission has officially listed kite-flying as a sport contest item. In 1990 China General Administration of Sports issued The Kite Contest Rules. A national kite competition was held at the 8th Weifang International Kite Festival in 1991, which listed kite flying, the traditional folk exercise, as a national sport game.

The kite flying exercise enjoys great popularity all over the world thanks to its characteristics of sport, athletic and amusement. In order to speed up the promotion of the item, improve the athletic level of sport kite in China and promote the international exchanges of sport kite organizations, Weifang Municipal People`s Government raised the suggestion of hold the First World Kite Championship to the General Administration of Sports, which was ratified. To this connection the international kite contest rules are further modified, The International Sport Kite Contest Rules and Judgment was carried out. Those enhanced the compatibility and recognition of the rules and normalized the international kite events. Relevant Officials of the General Administration of Sports and Beijing Olympic Organizing Committee attended the Opening Ceremony of the Second World Kite Championships in 2006 to bang the drums for the Flying Olympics activity.
