Yang Shengyan is responsible for the day-to-day work of the municipal government. He is in charge of government offices, research and studies, transformation of government functions, improvement of the business environment, enterprise services, government information disclosure, administrative service hotlines for public convenience, development and reform, major project construction, statistics, economic operations, fiscal management, financial development and stability, taxation, state-owned assets management, work safety, emergency management, national defense mobilization, administrative affairs management, and electricity supply. He assists Liu Jianjun with audit-related responsibilities.

　　He oversees the Municipal Government Office, Municipal Development and Reform Commission, Municipal Finance Bureau (Office of the Municipal Financial Stability and Development Leading Group), Municipal Emergency Management Bureau, Municipal State-owned Assets Supervision and Administration Commission, Municipal Administrative Approval Service Bureau, Municipal Statistics Bureau, Municipal National Defense Mobilization Office, Municipal Government Research Office, and Municipal Government Offices Administration Center. He also assists in overseeing the Municipal Audit Bureau.

　　He liaises with the Municipal People's Congress, the Municipal Committee of the Chinese People's Political Consultative Conference, the Municipal Secrecy Administration Bureau, the Municipal Cryptography Administration, the Information Office of Municipal Government, the Municipal Ethnic and Religious Affairs Bureau, various democratic parties, the Municipal Tax Service, the People's Bank of China Weifang Branch, the Weifang Office of the National Financial Regulatory Administration, the Survey Team of the National Bureau of Statistics in Weifang, Weifang Power Supply Company, the Municipal Fire and Rescue Brigade, central and provincial state-owned power enterprises based in Weifang, as well as banking, insurance, securities, and asset management institutions in Weifang, and China Grain Reserves Weifang Directly-Affiliated Depot Co., Ltd..
