Weifang Municipal Hygienic & Anti-epidemic Station

Established in March 1956, Weifang Municipal Hygienic & Anti-epidemic Station is a public institution with the status of an independent legal entity under the leadership of Weifang Health Administration Department. It is the professional and comprehensive health agency, using the theory and techniques of applied preventive medicine to prevent and treat diseases, carrying out public health inspection and monitoring, and carrying on health education and scientific research. It is also the technicalities advising center for the citywide epidemic prevention. Entities under this station include "Weifang Department Toxic Substance Monitoring Centre", "Weifang Toxic Substance Testing and Evaluating Centre" and "Weifang H.I.V. Testing Centre".

There are 167 staffs in this station, including 137 professional and technical personnel, 3 chief physicians, 13 associate physicians, 52 with intermediate title and 69 with primary titles. Amongl the professional staff, there is one postgraduate, 42 graduates, 42 with college qualifications, 41 with technical diplomas, 11 others, and 82 law enforcement officials for public health. It consists of 20 departments, such as department of food hygiene, department of environmental hygiene, department of epidemiology and endemic prevention, department of planed immunization and executive management etc. The fixed assets of this station is RMB 29 million  yuan, with ground area of 17,307.7 square meters and building area of 22,378 square meters, among which the newly-built inspection building covers an area of 5,018 square meters, with 35 sets of inspection machines of each with the cost over RMB ten-thousand  yuan, and the total worth of inspection instruments is as much as  RMB 3.35 million yuan.

During the 45 years since its establishment, the station has been put into full play as the citywide technical guidance center of preventive medicine by adhering to the policy of "Prevention first" and implementing the laws and regulations of hygiene carefully. Together with the new spirits of "unity, practice, creativity, and progress", deepening the reform and strengthening the connotation construction, this station has successfully carried on works such as disease control, health supervision and inspection, health education and research and training. As a result, the overall incidence of infectious diseases remains stable at a low level. Infectious diseases and endemic diseases have been gradually got rid of or controlled by and large, such as smallpox, kala azar, malaria, filariasis, endemic fluorosis, Keshan disease, Kaschin-Beck disease and whooping cough and so on, and passed the authentication of polioeradication. Activities of supervision and inspection have been standardized, institutionalized and legalized, such as food hygiene, environmental health, school health, industrial health and radiological protection health etc. Besides, the covering space and frequency of hygiene supervision and law execution are enlarged year by year, and the qualification rate of food sampling inspection has reached up to 88%. In addition, great progress in scientific research on preventive medicine has been made. Since 1996, there are 4 research projects won Medical Scientific and Technological Progress Awards of Shandong Province, and 9 projects won Scientific and Technological Progress Awards of Weifang. The station has been the practical teaching base for the School of Public Health of Shandong University. Since 1990, the title of the Municipal Civilized Unit has been maintaed. In 1993, it was named "National Advanced Group of Anti-epidemic and Disease Prevention" by Ministry of Health, Ministry of Railways, and General Health Bureau of the PLA Logistic Department. In January 1996, this station passed the Provincial measurement qualification and certification and received a title of qualified measurement certification of Shandong province. In March 1997, it successfully passed grade estimation by the National Sanitation and Anti-epidemic Station and was named as one of the first-class sanitary and anti-epidemic stations at prefecture level nationwide. In 1999, it was named as "a Shandong Provincial Civilized Unit". In March 2000, its archives management work reached national secondary standard of technology public institutions. In April 2002, this station passed the occupational health inspection and the evaluation qualification assessment on occupational health preventive sanitary which were organized by Shandong Provincial Health Bureau, and has obtained the qualification for B-grade inspection and assessment.
