On September 16, the 2025 Shandong Tour for Advanced Technology Achievement Transformation (Weifang) and the Key University-Local Government Collaboration Conference was held. Leaders from 30 renowned universities, including Li Guoping, Chief Engineer of the State Administration of Science, Technology and Industry for National Defense, attended the main conference. Zhou Liwei, a member of the Standing Committee of the Provincial Party Committee and Director of the Organization Department, delivered a speech. Li Ming, Party Secretary of Ocean University of China; Zhen Liang, Party Secretary of Nanjing University of Aeronautics and Astronautics; Zhao Xianfeng, Party Secretary of Yanshan University; Li Yuxia, President of Shandong University of Technology; and heads of relevant provincial departments attended the event. Liu Yun, Secretary of the Weifang Municipal Party Committee, delivered a speech, while Liu Jianjun, Deputy Secretary of the Weifang Municipal Party Committee and Mayor, presided over the event. Li Aijie, Chairman of the CPPCC Municipal Committee, and other municipal leaders were also present.
In his speech, Zhou Liwei said that in recent years, Shandong had vigorously implemented the strategy of revitalizing the province through talent. The province steadily promoted the integrated development of the talent chain, education chain, industrial chain, and innovation chain - the "four-chain" integration - continuously consolidating foundational and strategic support for high-quality development. He expressed the hope that all guests would use the conference as a platform to deepen cooperation with Shandong, provide suggestions, recommend talent, and jointly promote development in Shandong, advancing the Shandong chapter of Chinese modernization.
Liu Yun introduced Weifang's advantages in technological innovation, advanced manufacturing, and industrial ecology. He stated that Weifang was focusing on developing new quality productive forces, exploring new mechanisms for cooperation among universities, local governments, and enterprises, innovating models of industry-academia-research-application collaboration, and fully unleashing the integrated efficiency of technological and industrial innovation. He expressed the hope that all participants would give full play to their strengths to accelerate high-quality development and build a hub for industrial innovation and the transformation of scientific and technological achievements.
At the meeting, Zhen Liang; Zhang Zhaoguo, Vice President of Shanghai Jiao Tong University; Rong Jianying, Executive Vice President of the China Federation of Industrial Economics; Zhang Jie, Director of the Yangtze River Delta Transformation Center for Advanced Technology Achievements; and Rong Gang, Party Secretary and Chairman of Shandong New Growth Drivers Fund Management Co., Ltd., among others, delivered speeches. The Technical Transfer Center of universities directly under the Ministry of Industry and Information Technology stationed at Weifang was unveiled. Plaques were awarded to co-construction units for admissions and employment cooperation under the "Talent Converges at Weifang - Direct Access to Prestigious Universities Program". The Provincial Department of Industry and Information Technology released industrial technology demands, and Weifang City released the "9+3+N" industrial chain technology demands. Thirty renowned universities, the Advanced Technology Achievements Transformation Centers in the Yangtze River Delta, Western China, and Xi'an, as well as relevant enterprises, associations, and venture capital institutions, jointly issued an initiative with the Weifang Municipal People's Government to promote the transformation of advanced technological achievements.
During the event, a matchmaking conference on empowering new industrialization with advanced technological achievements and high-level technology managers, a symposium on deepening educational cooperation between universities and local governments and exchanges with outstanding alumni, and a promotion meeting for high-quality employment of graduates from key universities were held. The guests also visited the Weifang Industrial Science and Technology Achievements Exhibition, the Advanced Technology Achievements Transformation Theme Exhibition, and conducted on-site inspections at selected enterprises.
